Frame builders I need some info?

Frame builders I need some info?

I'm interested in this frame but I am concerned about the frames overall integrity do to owners diy modifications. Do you think from looking at these pictures the frame has been weakened to the point that it is no longer safe to ride? Please see link;

Integrity-wise, it should be fine. It would be a good frame to use as a beater....for $50 or so. That way, if the st does develop a crack from those "mods" you wouldn't be out much. But for $200? No way.
In addition, it doesn't even seem like the tire in there needed extra clearance- imho, that makes the seller's story a bit suspect.
