adding paint theme to new bike...

Just purchased a Surly SteamRoller for the winter commute. Not really excited about the Maroon dark color. Want to be a little more visible. Was thinking of possibly painting the head tube, and possibly something on the top tube a brighter color. How do I prep the area of interest? Do I just wet sand area, prime, and paint?
