Modern verus 70/80s frameset weight

So I've been looking at a lot of modern TIG welded fixed gear bikes while also keeping my eye on CL for a bike to convert.

My current late 70s Raleigh conversion is too heavy. I'm not sure how the weight is distributed, and I used the original 27" Arya rims, so that probably didn't help. My sis has a steel Pista from the last few years that I think is all stock and the weight on that is great (just not the toverlap).

What kind of frameset weight difference would I be looking at between something like a Steamroller or Kilo or whatever double butted 4130 frame and the average road bikes of the 70s or 80s such as these:

Also, is there any way to tell a frame is double/triple butted my examining the frame itself (aside from frame labels/tags)?
