but I thought I would ask here about whether this seat post clamp can be repaired.

it seems to be a fissure at the base of that cut, I"ll have to check if it is all the way through or on the surface) can be repaired? my frame painter here was distancing himself big time from it, didn't want to touch it. But I thought steel could be repaired fairly easily without replacing the entire tube.

a larger version of the clamp can be seen over at C&V-I don't have the original here.

ok, that's the silliest way of making a seat cluster I've seen in a while. I would want to cover that crack completely or have it tig welded/ground down and reinforced.

I saw it in your C&V post. It looks like it had a seat post in it that was too small. Either that or it took a hit with no seat post in it. Someone in C&V told you to get the seat tube replaced. That is by far the best repair. Considering what a new paint job is going to cost you, it would be worth it in my view.
