I am currently using Continental, City Contact, 32-622, 700 x 32c tires. They are rated for a max pressure of 80 psi.
I am a casual rider, on a Cannondale Road Warrior 1000, (hybrid), and ride approx 35 miles per outing.
In order to get a significant improvement in performance, would you suggest going to a higher pressure, and /or a smaller width tire ?
My previous bike had 700 x 23 Armadillo tires rated @ 120 psi, and I am wondering if these new tires are slowing me down.

The difference in tire pressure could have an effect, I can't say how much. I feel the tread pattern would be a bigger factor. A (semi)slick tire will be faster than a knobby one. Mountainbike knobby tires are dreadfully slow on pavement, how about the tread on your Continentals? I'm guessing it will have a bit of tread? 28mm isn't much wider than a 23mm tire, about 1/4" or so, likely not a factor in your speed.

Why not ask your question in a forum such as "recreational?"
