Shawn Bradley is 7'6" and rides an 80 cm bike. I haven't seen it in person, but it's the biggest bike I know of.

No clue what size it actually was, but I seen an old C&V dealie outside of a CVS in Kalamazoo once, the headtube had to be at least a foot tall and the standover close to a meter. I've never seen anything close to that again.
