While I tend to agree helmets in general are a good idea (personally I wear one and make sure my daughter does too), that's a pretty extreme consequence.

I know this is old-ish, but that's what I do. I currently have daughters 8,6,3,2. 8yo rides her own, 6 on a wee-ride/trail a bike attached to my bike, 3&2 in the trailer attached to the wheel of the wee-ride. Both the trailer and wee-ride were purchased new at costco for around the same price I see them going on CL.
