New fork, disk or not?

My birth day is coming up and my father says that he will get my a new front fork. I think that i will be getting about $150 from family and i was wondering if i should put a disk system on only the front or stay with v-brakes. I do not do a lot of down hill riding being that i live in FL. I do ride a lot in water (just cuz it is fun) but i hate the ekkk from the front of my bike that comes from the dirt and water that come with it! will just putting disk on the front help stoping distance that much)most of all is it just a waste of my time and money?)
