Anyone post pics with Microsoft Picture Manager? Cant get sizing!

Ive had troubles attempting to lower the size of my pictures to post. Appears I cant get the sizing down, or it becomes an issue of guessing - I only have Microsoft Picture, it gives me a 100% 50% option, but never gives me the size I need to get it posted here? Any ideas? Tips.

Microsoft Paintbrush lets you rescale pictures to any size, and it comes with windows. It can save jpegs too.

Open MS Paint then click in the corners of the pic and drag smaller till you get the desired size.
