Overall, it's going to offer a cyclist way more than Cleveland (not to disparage Cleveland, but parking the bike for 5 months of winter knocks it out of the running for great places to cycle. Disclaimer: I'm from Cleveland)

The SF Bay area has the best weather, year round. It never rains from April to October. Cool on the coast, hot inland. Take your pick. Huge cycling culture with many organized rides, and of course Critical Mass every month. Sept 4 is the SF Grand Prix cycle race with big names racers flying through city streets.
