I knew some boy scouts who could ride that slow (and they weren't even trying to at the time ), dont' think they could ride that slow on a balance beam though.

LADIES and GENTLEMEN, are you tired of being snubbed by roadies in better physical shape than you? Are you tired of being dropped? Just want to catch a wheel but too lazy to take a turn? YOUR DAY HAS COME! I present to you the WONDERFUL, the SPECTACULAR, the SWIFT , DRAFTMASTER 2000! Just set your speed and grab the wheel baby! Why should you ride into that headwind when your robot can do it for you? Don't have a frame pump to throw into your friends spokes? Let your electronic Domestique do it for you! Don't want to pedal at all? Buy the tandem model! All this and more can be yours for the simple price of ...... . and if you buy now, we will throw in the super Jinsu 10000! The knife that can cut a competitors titanium frame in half in under 30 seconds!
I bet the UCI bans it
