One would think that fixing philadelphia's streets would have 2 parts. First, you'd rip the old blacktop off; Then, you'd put new blacktop on. Philadelphia doesn't seem to realize that there is a second part. Every day a new street is torn apart, to the point that it is near impossible to get accross town without riding the choppy torn up street. In fact, i have not seen ANY new paving on a street that has been torn up since july. WHEN ARE THEY GOING TO GET AROUND TO THIS? If they aren't prepared to pave the streets, why keep tearing them up? it sure feels like outright war on cyclists in the city.
