    Overtraining?

I don't race, but if I push hard more than a couple days in a row I get progressively and noticably slower.

Overtraining, not enough strength-training, sprints & intervals before the season starts. Your HR stays low because your lungs & heart aren't taxed at the steady-state work your muscles are doing... You need to raise the power-output of your muscles, more sprints & intervals. Also as the season progresses, you end up burning up some muscle for fuel with long miles and racing, so your already-week muscles are getting even weaker...
