I don't know if that's really anti bike. Seems like it's trying to educate motorists on where the danger areas are that they'd hurt a cyclist (the guy coming from the right hidden behind the beam holding the windshield in place, potential dooring - check the mirror, right hook.) It does bash cyclists for not following the street signs and rules of the road, but supposedly we're both vehicles. It was made for GM, so the car bias is going to be there, but really, it just seems like something that was supposed to be informative for both sides.

it looks primitive...
some of it seems to imply bike friendly attitude (e.g. I like bikes kids, in the beginning car and bike in the same picture, etc).
Though they also clearly imply that road is not a good place for a bike! (did you notice the bike on the carousel (merry go round horses))

I don't understand how this was perceived as anti-bike. I thought the point was pretty clear: drivers should be alert and careful of bicycles. It focused on a new driver transitioning from a carefree bike rider to a motor vehicle operator, and highlighted her new responsibility.
Old and outdated? Yes. Stereotyping? Yes. Telling drivers to be alert? You bet.
