OK, I'll bite. I wear them. The bill is a sun visor of sorts. When you need a bit of relief simply push it down, or if it's raining it can help keep the water out of your eyes. When you don't need it, push it back up.
The alternate use is to wear the things around town when you're not riding so people will think you're a complete dork. This way they'll tend to leave you alone and give you a wide path.

I find the bill to be the perfect length to keep the rain out of my eyes.
I live in Vancouver where it rains for 10 months of the year, so I couldn't imagine not having the traditional cycling cap.
(It's also surprisingly warm in the winter)

I alternate my cap with my do-rag. Mostly for sweaticle reasons and to prevent over-sunning my hair challenged head through my helmet. Mine is from "Liquigas" just because it sorta matches my bike.
