Complite 969 steel?

I've recently been gifted a Univega Alpina S 7.3 (I believe it's a 1994). A sticker on the frame says it's made of Complite 969 double butted chromoly steel. I assume it's a proprietary material, but I can't find any information online about it. Anyone have any information on this steel? Is it a frame worthy of component upgrades?

It's likely good 'ol cro-mo, but butted to .9/.6/.9 mm. Pretty standard on decent steel frames of the time.

Upgrades? Sure. That frame isn't anything special, but it's not junk either.
