ahh, they've got the Quikstick.... nice.
It's not that odd.....30 + years ago I was buying bottom brackets at the local True Value hardware store.
A LOT of bikes used to get sold at hardware stores.... I'd bet the majority of bikes bought in the 1930's thru the 1960's were bought at hardware stores.
I think ACE is likely just trying to cater to their customers and fill a consumer need for people who haven't got a Local bike shop nearby.

Looks like mostly low-end. One of our local supermarkets (Raley's; actually it's regional) has a bike section with that same kind of stuff. Only thing I've bought there is tire levers when I forgot mine.

If I need a pair of stainless water bottle mount screws, I can get them from a QBP shop online for $.69 each plus shipping but I have to buy 10 of them. Or, I can go to the closest LBS (25mi. one way) and pay about the same each, less shipping. Or, I can go to the local ACE and buy two of the same thing for $.38. They also carry some low end kids bikes, tires and tubes. If you desperately need a tube on Sunday afternoon, they're there for you.

back in the day hardware stores used to be the place to go to buy bikes and accessories
The Scheels chain is the largest dealer of Trek bicycles in America and they started out as a hardware store in my hometown. Bought my first Schwinn World Sport from them back in the early eighties.
