frame manufacturer by serial?

is it possible to determine a frame manufacturer by the serial stamped on it?

Sometimes it helps, but there isn't a big honkin' database o' serial numbers out there. IDing a frame is often a best guess based on a lot factors. If it's an old bike, post detailed pictures on the Classic and Vintage forum. They love solving a puzzle over there.
