Clothing for less than perfect weather

I was wondering, does anyone use a goretex shell while cycling in inclemement weather? I've seen some reasonably priced ones at nashbar and performance, but still I'm leery about buying something that expensive sight unseen.

If you use one, what brand do you have? Does it get in the way on the bike? How warm does it have to be outside before it gets uncomfortable to wear? Are there alternative fabrics to goretex that work just as well?
