What Kind of Bike?
After re-starting biking following a decade long absence, there's a kind of bike I see a lot of that doesn't seem to fall into any of the categories I know of. Very tall seat tube and head set, very small wheels, about 14" something like that. Tires usually look slightly fatter than hybrids, but I've seen skinnier ones (although not as much as a good road bike).
Yes it seems to give a very upright riding position, but that can be somewhat achieved on other types of bikes. What do they call this one?
And what is acheived by this style of bike?

Sounds like you're describing a folding bike. Commuters who commute partially by train or bus like them because they are easy to carry on and can be stowed in a closet at work.

Usually the small wheels I see are 16 or 20 inches; and yes, at least in North America this is most commonly a folding bike. However, those are usually not a diamond-type frame. If the bike you're talking about does not fold, and has a full diamond, I think it's what is called a "minivelo". Apparently those are popular in Asia.
The small wheels are in some ways more maneuverable and accelerate quickly. The bike can be overall lighter, and is not as long for the same wheelbase, so it's a little better suited to apartment living. You can also fit a big chunk of luggage on the front since the wheel is so much lower compared to the handlebars.

With tiny wheels? I'll go along with a folding-bike like a Dahon. Either that or these people are having a second-childhood and adults are now riding BMX-bikes. And acting like 12 year olds. That part wouldn't surprise me.

Lots of these in London, folks park their cars outside of the busy central area (and congestion charge areas)... and bike the rest of the way.
