I don't know anything about that type of racing, but there is a horse race in Italy where it is all about the horse. A horse can win the race even if the rider has fallen off.

pretty sure in UCI sanctioned races, it's whoever's first across the line. Sprinters usually lunge their bike forward at the finish line. Typically the front wheel will go across first.

Bike and rider must cross the line together. I've seen riders dismount and run with the bike, like in American Flyers.
