Why would you want to do that ... what is it that you want to accomplish?

barends go on bar ends and if your barends are bars with ends then why not put barends on the ends of your barends where your barends end... [/DrSeuss]

If you put barends on barends on barends, etc. and the barends malfunction and you crash and hurt yourself, you would have trouble collecting damages from the barends manufacturer/s since you would be using them for a purpose they weren't intended for. Good luck with your project and be sure to post some pictures. That's what I'm waiting for.
(could you somehow attach a second handlebar to the barends?)

Aerobars on a mtb with risers? Lol.
Why not just buy drop bars. That's essentially what you did. In a manner that cannot be considered particularly safe.

If it works for you, go for it.
I think I'd take my chances with the scooter rather than riding in the handmade drops.

[There are different diameters out there, though -- both the outside diameters of the tips of the bar ends, and the inside diameters of the clamps can vary.
Sometimes shims can solve the problems.
It's better to match them in the beginning, though.]
Also, you can achieve all kinds of different angles and shapes, depending on the bends, and on the angles of the tips of the bar ends.
