Shifters HELP ME!!!!!!!!!!!!

Hi i have a quick but dumb question

I have a set of Shimano S.T.I Tiagra shifters, the clamp reads 23.8-26.0 I am assuming this is the clamp diameter. How can I get these to fit on an over sized 31.8mm bar? Like this one

Is there a place that will sell the oversized clamps? Or is the 31.8 number for the stem? HELP!!!!!!!!!!!!!!!

The bar is only oversized in the center. The diameter reduces to standard width well before the area where the shifters are clamped on.
