There is never a bad time to buy bike stuff.

Seriously though, if you are looking for the best prices, look around online. The big N online store is always having some kind of "Best Sale Ever!". As far as local shops, usually bikes will be on sale instead of accessories. The accessories are where shops make money according to some shop employees here on BF.

Winter/early Spring.

Most shops are still slow but will have old stock for good prices and new stuff that just became available.
