seatpost collars quick release verses bolt
Can any seatpost collar take a quick release or is it just for collars designed for the quick release?

You are going to have to measure the seat tube and see if that size QR is available.
For what it's worth, I had problems with the seat post easing it's way down over time, and took off the quick release and replaced with the bolt-on collar. Makes the seat post and saddle slightly harder to steal, anyway.

Yeah needs a 31.8. I actually need a bit of frame support so I am looking at a surley stainless steel collar( I figure it would be stronger) which appears to be bolt on only. My bike is a folder so I need to use a quick release. This particular collar looks like the bolt is recessed, thus the original question.

I'm guessing you're asking if you can replace the bolt on a bolt-on clamp with a QR lever? I don't think so. The bolts just go straight through the clamp,the QR's have a cam that pushes on an indentation. I'd go to your LBS and try it on a couple clamps to see if it'll work.

It depends on the design of your SP collar. I have a couple that have QR skewers built onto them.
If the collar is threaded on one side, the skewer just has to match those threads.
