Im trying to set up my new bike computer. But the instruction booklet and tire size settings are in inches? My tires are 700x35c. What does 700x35c mean?

I just found my instruction booklet for a cat eye astrale 8. they suggest for 700x35c to use 2168mm, which is:
2 168 millimeters = 7.11286089 feet
Also I just found out google converts stuff!
