Performance brand aluminum road frame worth it?

I'm fitting up a used Trek 1000 I got for my wife and it may end up being too small.
If it is, I'm wondering if it'd be worth it to get the Performance brand frame in a larger size and swapping all components over. Seems much cheaper than looking for a whole new bike.

Any idea if these frames are OK for casual use? Light? Strong?

They have a 20% sale and I could end up with a $79 frame that would fit her correctly.

Seems like I have little to lose unless people say the frame will fold in half after 20 miles or it's a boat anchor...
