Integrated rear racks
 
Any bike I see with an integrated rear rack never seems to have a lower tube (park of the rear rack) parrallel to the ground.

My panniers have a hook that needs to attach to that bottom tube and i dont see how a pannier could stay attached without that hook.
Why do these racks exist? Am i missing something... they seem useless.

My panniers hook into the divets near the bottom of my rear rack, I have never seen a rack such as the one in your link.

get some p-clips and make your own

Got an example of an integrated rack without a hook or horizontal tube there?

Looks like the rearmost fender bolt is attached to a hook for panniers.

You could ask the same question the other way: "Why do panniers exist that won't fit onto integrated rear racks?

The answer to both questions is simple: They were designed by different people.
