novara handlebar bag help!

i just picked up this novara handlebar bag at the boise bike project for $6! not sure how to attach it to my handlebars on my surly.

The metal bit loops under your stem and over your handlebars. It is right side up in the pictures. I'm not sure how to better describe it but it mounts just like it is in your first pic. You may need to move your bike computer or headlight mount over a bit to make space.

+1 HandsomeRyan is correct. The rounded loop is at the bottom of the stem and rests on top of the handlebars. There are some sleeves on each side of the bag insert the ends of the metal rods into the sleeve until the rods extend out of the sleeves. This will hook the sleeves and hold the bag on the rack.
