If you are only riding around campus, from the resident hall to class, I would consider a much cheaper bike. No lock will be 100%, and bike thefts on campus are frequent. Theives may strip parts, even if the frame is still there. An old Trek mountain bike, for example, would be sturdy, but less attractive to theives, and less tragic for you if it is stolen (maybe $75 or $100 on Craigslist). You can still get the track bike to ride on the weekend, and keep it safe and dry in your room.
If it's truly a track bike, where the pedals must move as the back wheel moves, it's not appropriate or safe for commuting. A single speed, where you can stop pedalling without launching over the bars, would be o.k., if that's what you want.
