Itchy shins after riding, anyone else?

Lately I've noticed that after a ride my shins get incredibly itchy. They aren't dry as I put lotion on them (I work around print shop chemicals, everything gets dry), but it almost feels like a sunburn. I know this seems pretty easy to answer...I have a sunburn, but I use sunblock and my legs don't even get the bulk of the sun. That and they aren't red like with a sunburn and even though I don't burn that easily, I will occasionally get one and I also get peeling skin, which is absent from my shins. Could it be from the heat radiating off the ground? I was just wondering if anyone had experienced anything like this.

Are you a road cyclist or offroad, a la Mountain bike? If mountainbiking, is it possibly chiggers?

Nope, I road bike. Luckily I haven't been afflicted with the oh-so-wonderful bug that is the chigger in some years.
