My brother is going to buy me this bike:

It will fit you, but you may be more comfortable on a 54.

Are you totally new to riding? If you have a bike now, that's your best comparison.

I wouldn't go bigger than 54cm on either bike if that's your cycling inseam (not the same as pants inseam).
53 on the Hour (actually tough call on the Hour, might go 55...). 54 on the Moto. Get a longer stem if you don't feel stretched out enough.

Yeah, all friends have been telling me that I'm either a 54cm or 56 cm, based on my height. I went on the sizing chart on Windsor bikes and I was a 56 cm. But I feel that I am a 54cm for some reason... I can't decide. I want the Motobecane Track though, I don't know if I want the 54cm or 56cm.... there is no 55cm. My inseam is really 31.5 .... I just didn't feel like adding the .5 in there, I don't think it makes a difference anyways...

A 54 should fit just about perfectly. A 56 may be a bit of a reach to the bars but could be made to work with a shorter stem. Your pant inseam is useless, make sure you are using cycling inseam (search if you don't know how to measure it.)

I am 5'11" with the same inseam as you (so longer torso). I ride a 56cm Specialized Allez. If I had a 2 inch shorter torso (and subsequently shorter arms), I bet a 54 would be better for me so I am thinking you ought to go 54 as well.
