Probably not. Those legs don't look like cyclist's legs.

With a bike and helmet like that, I'm surprised the kid did not have SPDs, gloves, or a yellow team jersey. :-D

Looks like he's got toe clips on his pedals. I'm guessing the only reason
he doesn't have clipless is that his parents couldn't find shoes to fit him.
I see an opening for SIDI...........

It even looks like a skinsuit. They sure do make those in small sizes these days.

I was at a race several weeks back here in town. They had kids from 5 years and up racing in I think it was 4 different classes. Several of them were on mini sized racing bikes with full kits on. Others were on mountain bikes with shorts. Not sure I'd put my kid in an areo helmet for a race but maybe they forgot his and that's all they could find to fit him. Either way good to see there are youngsters out there interested in the sport.

Probably no accident she is over the line at the start, either.

Nope they make clipless shoes in a very small size. I have watched some pretty young chidren clip in.

It would be funny if the kid on the pink bike dropped the hi-tech kid.

It would be funny if her parents dropped the hi-tech kid's parents. No reason to be mad at the kid for his parents' clownholery.
