in a store like walmart?
My not quite so big box food store gives me a nickel discount for not using their bags.
so in a couple hundred shopping trips I would pay for my pannier bags.

I sometimes forget my lock when running to the grocery store or local pharmacy. I've carried my bike on my shoulder in both, they didn't seem to mind.

I should get 2 nickel discounts for my double sided panniers and break even twice as fast (at stores that discount per bag vs. per visit)! - but I'm lucky if the cashier even counts it as one without being prompted. It seems they're better at noticing the typical reusable shopping bags than panniers/backpack/crate. The crate probably replaces 2-3 bags - perhaps the solution is to being canvas bags to put in the crate.

I lock mine up inside the Fred Meyers that I go to. It doesn't have a bike rack out front. So when I pointed that out to it's manager, he said well, why don't you just bring it inside. So I thanked him, brought it inside and have ever since . I don't lock it very well I must say, as they for sure have many security cameras inside. For those that think they do outside their store, well you may be surprised. You should ask not only if they do, but also if they are functional.
Not saying you shouldn't ask, just direct the question to management, and save trouble for you and the guard.

And no, that doesn't have anything to do with the deficiencies the guard may or may not have; it's store/client policy.
