I've got an Arpan-brand low-gravity bike, made in India. "Low Gravity" means it's a cargo bike with big basket in front. But the stickers on it say "Mission Commando" or something of the sort. It looks to me like they ran out of stickers appropriate to the application, and just stuck whatever they had on there. I wonder if that's the case with your bike there.

They probably mean it (the Mission Commando) can carry like, 100 pounds or more of explosives.
