Yes it fixes the toe strike, but you can't just put 26ers on a bike that was designed for 700c wheels, the fork and brake setup won't normally allow for it.
The thing is that toe strike is fairly common on bikes with 700c wheels; it should only happen if you're going too slow and start doing that handlebars-back-and-forth thing trying to stay upright. During normal turning it's more or a lean with very little handlebar movement so toe strike isn't an issue.
I can toe strike my Moto, but it rarely happens because I don't put myself in that position for it to happen. If you have to swerve the bars back and forth, move your pedal further down in the rotation so your foot isn't lined up just right to hit the furthest back part of your tire.
