Best Place to Carry Cable Lock
I am using a cable lock from as long as I can remember but still have not found a good convenient location on the bike to carry it.
I used to wrap it around the seat post (not concentric with the seat post but the around it. But sometimes it rubbed my thighs.
Then I tried it around the stem where the stem bolt is ad it works but not convenient when using any kind of handlebar bag.
I have a front rack (attached to brake bosses on an MTB) and I hang it from it so it will not ever touch the wheel.
I wish there was some kind of bracket like U Locks have. I tried some large carabiner but it doe snot seem to work as it opens inside and when the coiled rope interferes. Need something springloaded shut and that would open outside. Then it can be attached to the frame.

Depends on the cable. I've got a flexible cable that coils up and lives with its lock in my saddle bag. Another one is locked to the bike rack at work, as it needs to be in a pannier or bungeed to the rack.
There used to be a cable lock that came with a bracket; we had two for the girls' bikes, attached to the seat stay and facing rear.

I've always used the "straight" (non coiled) cables. I find the coiled ones to be a huge mess and hassle for no purpose. I've felt this way since the 70s, so you can't change my mind!
The cable I have now is the perfect length to wrap twice around my waist, and I just lock the ends together with the lock. In other words, I just wear it like a belt. Probably just a happy coincidence of matching the cable length and my waist, but since the 70s I've had two or three that worked that way.
If I'm on my commuter w/ rack and trunk bag, I coil it up tighter and put it in the bag.

I had a thick straith cable lock , and I would put it whit two coils around the centre of my straith steering wheel, it stay's in place and fairly fast to place and take off.

We us a 120 inch long cable 1/4" thick cable with tiny titanium numerical padlock for our tandem.
It is not pre-coiled; we carry it in our trunk bag.
Stick your cable in your handlebar bag . . .
