Goose bumps are not a problem, are a normal human reaction to cold air for both men and women and not a result of your shaving. That said, shaving off your leg hair, will make your legs feel cooler. The hair on your legs traps warmth and acts like insulation. Without out the hair, there is nothing there to insulate your legs thus goosebumps when you get cold. The only way to prevent this is to dress warmly. You could also stop shaving, however but I'll bet a lot of people have had goosebumps even with the hair still on thier legs.
