Any idea what kind of wheel this is?
I dumpster-dove a trailer for a bike that looks to be functioning, minus one wheel. Here's a picture of the quick-release block on the bike, and then the wheel. The rubber says "KENDRA 46-407 1.75x20", but I haven't had luck in finding a replacement wheel.
From the looks of it, the black gear-thing is built into the wheel, not an add-on.

With the fins on it, that looks like maybe some sort of brake hub, maybe from a moped or similar powered vehicle, as opposed to a bicycle? If so, the missing wheel may not have matched it (they might have put the front wheel on one side, rear wheel on the other).

It's a trailer wheel, and the black finned part is for a simple locking mechanism that prevents the wheels from rolling.
