Raleigh 20 rear brake

I have a Raleigh 20 with the stock Weinmann Type 1080 long reach brake in the rear. I can't get teh brake pads high enough to work right with the 451 mm rear wheel I'm using. If anyone has a Raleigh 20 that was made with 451 wheels, what kind of rear brake does it have? Normal sidepull brakes have the right reach but on the 20 the cable leads up from below instead of down from above like on regular frames.
