"Central Oregon" is a lot of area. I've driven through there- hours and hours of nothing but sagebrush.
Try the surplus or safety supply stores in Bend. If it were Portland, I'd point at Sanderson Supply or Andy and Bax.

Go to www.identi-tape.com and peruse the various flavors of reflective tape, conspicuity tape, etc. In particular, look for the "vest trim", which is essentially a wide hi-vis colored ribbon with a reflective stripe. Between that and the various other kinds of reflective and hi-vis tape they carry, you can either make what safety gear you need or stick reflective or hi-vis material onto whatever stuff your kids already wear. If they're into projects, you can even make a project out of it. If they're the types to object to wearing a dorky DOT vest, maybe they'll object less if it's something they made themselves.

I remember stopping in Sisters during Cycle Oregon 15. We were halfway from Ontario to Florence. Going over the top of the Cascades from Sisters to Coburg was a blast.

Dunno if the OP is still looking or not, but I popped into the Dollar General that was built not too far from my house. They had some "Open Trail" branded hi-viz yellow and safety orange vests with reflective trim for $3. Packaging stated that the product in "not rated", so I'm guessing that it doesn't meet ANSI or DOT specs.

My boys (11 & 7) are growing at a tremendous speed and I'm wanting to get them some cycling clothes that'll make them more visible now that I'm taking them, by bicycle, to school. Our income is tight, so I'm looking at trying to find some suggested places/sites that have warm, high visibility cycling clothes for two young, growing boys. I wanted to mention the fact that they're at that rapid growth as balancing the cost with practicality (invest in their safety--being seen from afar in traffic, but limiting the cost, knowing that they'll grow out of their outfits, most likely, by the end of the season). Thanks for any suggestions!

It's not that I wouldn't want them to wear the vests... I just didn't think of it (guess I was tired). Am definitely in the process of checking out the various recommendations and seeing what my boys are willing to wear
