It's a bicycle when it's sitting still (it fulfills the definition) but not once it starts moving, 'cause he ain't pedaling. What it is is a very cool exercise in mechanics, but has little or nothing to do with bicycles. Two inline wheels is just a platform. He could bolt that apparatus onto a toboggan come winter and have the world's fastest jet toboggan. Or golf cart, or whatever else.

It's not clear from the video if the bike can be pedalled. If it can, then it is a bicycle in the same sense as an e-bike is - this would be then a jet-assisted bicycle

Well in the video, his feet are aiming straight back by the exhaust, so I do think much pedaling is going on.

The fastest bicycle speed in slipstream by a female is 296.009 km/h (183.931 mph),
Was achieved by Denise Mueller-Korenek (USA) at the Bonneville Salt Flats in Utah, USA, on 16 September 2018.

Not only did Denise beat the previous female record but she also bettered the current male record which stands at 268.831 km/h.

Closest I ever came to that was test riding a Chinese made Schwinn cruiser that a guy put an ultra-light Rotax airplane motor on. It almost killed me when I shut the throttle off just prior to a curve and realized "Hey, there's no engine braking"

Looks like a motorcycle to me. And I’d very much like to have it in my garage.

By definition, if it’s not powered by the pedals it’s not a bicycle. I guess if we wanted to split hairs we could say that both cycles are powered by the pedals...just not primarily powered by pedals.

I wouldn’t want to ride the “bicycle” shown in that first video at 200 MPH, I can tell you that much.

Harley also made bicycles. On the pictured machine, the pedals drive the rear wheel and in a pinch it can be ridden that way, but they're really used to start the bike with the leather belt drive engaged and the rear wheel elevated on the stand.

Still a MOTORCYCLE

If the only requirement is to have 2 wheels then a scooter is a bicycle.

I didn't say it wasn't a motorcycle. I merely pointed out that at one time Harley made pedal only bicycles and that the pedals on the machine you posted were really just there to start the engine.

Whether internal combustion, electric, jet, or something entirely new, once you add power the only contest is who has the biggest motor. So someone can go ahead and stick two wheels on an Atlas rocket and claim the new 'fastest bike' title; but I still won't care.

Lots of motorcycles had a pedal drive to spin with the rear wheel off the ground to get it started ..

& there's Mopeds .. and the velodrome motor pacer the Derney..
