Non Motorized Transportation Pilot Program (NTP)

NTP Program Purpose

The NTP Program purpose is to demonstrate the extent to which bicycling and walking can carry a significant part of the transportation load and represent a major portion of the transportation solution. This could be accomplished through increased bike and walk trips, decreased vehicle trips, decreased congestion and energy use, plus promoting a healthier and cleaner environment. A comprehensive approach of both infrastructure and non-infrastructure projects will be implemented.



The NTP Program is a multi-year federal transportation grant. The program has been tentatively funded for three years through 2010. Availability of project funding beyond that time is unknown. The grant funded positions have an initial one-year term. The City has applied for grant funding that may extend the funding for additional years. Annual extensions of these grant funded positions will be based on NTP and City needs.

Grant funded positions at the City of Minneapolis

The City of Minneapolis will be hiring five positions to meet the NTP program efforts and needs:


1) Administrative Analyst I (Program Coordinator) -- This position will coordinate all aspects of the NTP Program and assist the Project Director.

2) Administrative Analyst I (Program Manager) -- This position will plan, deliver, and manage all aspects of the Ambassador Program as part of and in concert with the overall NTP Program.

3, 4 & 5) Program Aide II (Ambassador) -- These three positions will assist in the planning and delivering of key aspects of the Ambassador Program.
