Question More tilt on a saddle?

First time poster!!

Hello everyone!
Here is my "problem", I just upgraded my wife's saddle on her Diamondback Vital from a stock saddle to a Bontrager Nebula plus. After I put the saddle on I realized I had it tilted as forward as I could get it, and still had quite a bit of an upward angle. I want her to be able to enjoy a ride but I can't understand why that's all the tilt i can get out of it. Is this a saddle/post issue or something greater? Thank you for all of your help!!!!
