Why would you want to? A gif or jpg are so much smaller files. To answer your question, I'll refer you to the Forum Suggestions & User Assistance sub-forum

When you post or edit your post, choose "go advanced" then scroll down to "manage attachments", "browse" for the file on your computer, then "upload". If you want to switch your file from bmp to jpg, first open in MS-Paint, then choose "save as" and select jpg/jpeg.
