newbie in the east bay of CA

Hey, I just recently was given a bike that was completely torn down and so I cleaned it up and put it all together and am looking forward to start riding it as a commuter and for fun with friends. You guys or gals got any tips for me? Maybe any good places to ride for a beginner that are pretty safe (e.g. I won't get hit by a car)?
