Noobin' it up in SoCal...

What's up guys/gals,

I'm no expert with bikes. I used to have a GT Dyno VFR (I believe) as a kid, and pretty much JUST rode it to school and back (and/or everywhere else I wanted to go since I didn't have a car).

Anyway, as of late, my friends have really gotten into mountain biking. I've been with them twice, and both times, I didn't like it much. Going downhill on a bumpy a** terrain is not only scary as hell, but also not for me. So I've been riding my cheap-o target/walmart mountain bike around on the roads. It has a front "shock" and a rear "shock"... in reality, it's really just a spring.

Since I feel like road biking would be the way to go, I would like some advice on picking a frame size. I'm 5' 9" with around a 30" inseam. What size frame should I get?

Also, without knowing which size I should be getting, I've been looking around on craigslist for used road bikes. Btw, I'm not looking for a fixie.

One thing that I'm going to point out, is that since I AM noob, I'm not planning to spend that much. Suggesting me to drop $500 on a bike, isn't going to help me at all. I've always been a function over form type of person. Even though the first link is a "target/walmart" bike, I call it somewhere to start. Don't get me wrong, I do appreciate any advice... I'm just saying.

Anyway, this might be too long of an introduction. Thanks in advance for any help. I'll see you on the boards.
