Noobie From New Jersey with questions already!!

Hey guys! Ive been creeping on this site for quite some time lol...and Ive finally mustered the courage to join and introduce myself! My name is Ismail but everyone calls me Ish, and I have been riding a bike ever since I could remember. Recently I have gotten into an obsession with road bikes. Anyways I actually have a question about a few bikes/ frames. Here goes

First pick is a Flandria for 100 dollars that some guy is trying to sell me. Says everything works and is rideable. Made in France?(although thanks to my creeping I found that these bikes were only made in portugal and belgium?) and Simplex components.

Second pick is a Lotus Frame for 20 bucks. other than a photo no more info...lol

Whats your opinion guys? Buy a built bike or go for building my own. (I am a broke college student )

Welcome. I am new also. That Flandria looks rough. Building a bike would be cool. But you have to know what your doing to an extent. Whats your budget? Morris County here.

I ride around the ETS campus in Princeton - probably the safest place in all NJ.

And, yeah, avoid the cottered cranks... brrrr!
