Is this a good deal?

I am new to cycling. I have been riding on various bikes for well over a year and I would like to switch to a Tour bike. I know they can be very expensive ( brand new or used). So I have been looking on Craigslist to find a used one in good condition. I did find one, a 1984 Schwin for 200 or best offer. It looks like it's in excellent condition. It just needs new tires and tubes. What do you think, is this a good deal or should I hold out like my husband says?

I had that bike, though I bought mine for less than $100, but mine needed new brake pads, chain and freewheel, as well as new tires and tubes and a tuneup. If all it needs is some new tires, it is worth $200, imo.

Nice riding bike. It should have Columbus Tenax tubing, which is very good quality.
