DIY Bicycle Skirt Guard

I don't wear a skirt, but I know someone who would like this for her "doing errands" bike.

I can't help but notice that the bicycle with the skirt guard also has little star-shaped lights threaded through the spokes. So how many grams does that add?

My utility bike came from the Trek dealer with a skirt guard (coat guard).
